Abstract
This article is primarily about the energy shortage and possible ways of dealing with it. The article started out to be a technical article for a scientific or engineering journal. However, as time went along and as the article developed, it became obvious that there is a need for a broad, accurate, "big picture" discussion of our energy problem in a form which includes legal and political considerations.
