Abstract

"In the first years of the history of the Park and Boulevard System of this city, road surfaces for boulevards received careful consideration for people were not satisfied with a good earth road well maintained. As the years have passed and the great changes have come in the methods of transportation, the evolution of pavements has had to keep pace with these changes"--page 1.
