Abstract

"This study proposes a method for calibration of speed-flow curves in a format suggested by the Highway Capacity Manual (HCM) 2010 and applies it to two sites in Missouri: a work zone on I-44 around Pacific, and a basic freeway segment on I-270 in St. Louis. The three-regime model proposed is based on the two-regime (free-flow and transition) uncongested relationship suggested by the HCM 2010, complemented with a third regime representing congested conditions. Further, this study proposes a systematic approach based on regression analysis to determine capacity i.e., the break-point (intersection) between the transition and congested regimes. The proposed method estimated the capacity of the work zone site to be 1680 pc/h/ln, reasonably close to the value suggested by the HCM 2010 for a site with such characteristics (1600 pc/h/ln). The method was also successful in estimating the capacity of the freeway site with respect to the HCM 20 I 0 recommended value; the estimated capacity was around 2140 pc/h!ln, only slightly lower than the HCM recommended capacity of around 2230 pc/h/ln, for a site with respective free-flow speed. The capacity was, however, reached at a density (around 37 pc/h/ln) much lower than the HCM recommended value (45 pc/h/ln). Although the HCM 2010 generic curves for basic freeway segment are useful in absence of field data, a systematic approach such as the one presented in this study, is necessary in order to have a more accurate estimate of capacity at a specific site"--Abstract, page iii.
