Abstract
"As problems of metropolitan areas have multiplied, the federal government has been drawn into an ever-increasing intimate funding association with city governments. Although federal funding for ii urban problems may have been considered a panacea by some, most local government agencies have now discovered that their problem has shifted in emphasis from where to find funds to that of meeting federal standards and requirements of application in order to get the funds.
The impact of federal programs on local government management is evident in the recently enacted federal Housing and Community Development Act of 1974. Title I of the act established the Community Development Block Grant Programs which places heavy demands on the applying communities in terms of obtaining citizen input and participation, submitting a detailed development plan with well defined objectives and providing an adequate program management method. A significant problem may be created for a city when it does not have qualified staff to meet these Block Grant requirements in program planning and management.
This thesis develops a strategic planning model for local governments to follow in their Community Development Block Grant application and implementation activities. Its development is based on current research experience of the author in assisting the City of St. Joseph, Missouri in the subject area.
The developed model serves the following purposes:
l. It provides comprehensive guidelines for various agencies in the community to aid them in preparing their annual program plans and applications.
2. It helps local governments minimize their problems in planning and program management.
3. It provides a source of information that will increase the capability of community leaders in obtaining and efficiently utilizing federal support"-- Abstract, pp. ii-iii
