Regulating the Waste Management Industry in the EU
Abstract
This paper reviews and evaluates policies regulating the waste management industry in the European Union (EU). Facilities in the waste management sector specialize in providing environmental services such as the disposal and recovery of wastes generated by the industrial sector as well as by households. The waste management sector is regulated by EU legislations designed by the European Commission and national marketbased instruments specific to each member state. This paper introduces three indicators to measure the environmental performance of the WM sector: waste absorption capacity, cost-effectiveness and recovery rate. The effect of waste management policies on each of these three indicators is examined.
