Abstract
Generation retirement studies are a critical part of long-term transmission planning, as power systems transition toward higher penetration of renewable energy and the retirement of conventional generation. However, existing study workflows are often fragmented across multiple tools and platforms such as PSS/E, TARA, Python, and Excel resulting in time-intensive processes, limited scalability, and reduced reproducibility. This paper showcases an integrated automation tool developed for generation retirement studies that is designed to streamline and unify the end-to-end analytical workflow.
The proposed framework consolidates key study components, including generator retirement modeling, power flow redispatch, contingency analysis (N-1 and N-1-1), and mitigation cost evaluation, into a single Python-based platform. The toolset leverages existing simulation while introducing modularization and standardized data handling to improve efficiency, usability, and consistency across studies. In addition, user-friendly interfaces were developed to facilitate interaction with underlying simulation tools and enable batch evaluation of multiple retirement scenarios. A key contribution of this work was the replacement of manual data and process management, Excel-based cost assessment methods with a fully automated computational approach; this enabled faster and more scalable evaluation of reliability impacts and associated mitigation strategies. The framework also supports simultaneous analysis of multiple generator retirements, addressing a major limitation of traditional sequential study approaches.
This work provides a scalable and extensible solution to formalize generation retirement analysis, improve study efficiency, and enable more informed transmission planning decisions in evolving power systems.
