Abstract

"Resilience is a system’s ability to bounce back from a disruption. However, resilience needs may vary across different stakeholders. To better integrate stakeholder input into resilience planning and investment decision-making, existing frameworks were combined to develop the Integrated Stakeholder-Centered Resilience Framework. This broad framework is tailorable across contexts and stakeholder types. Research results demonstrate the use of this framework to evaluate the effects of disruptions and represent stakeholder preferences for investments. In the first study, participants were randomly assigned to power outage scenarios, which did not affect their criteria priorities. An exploratory factor analysis revealed two main priorities, (1) Absorption & Recovery and (2) Plan & Adapt. In the second study, students were randomly assigned stakeholder roles in a classroom negotiation exercise. While the first criterion priority was consistently Absorption, the second priority varied based on the role. In the third study, participants were randomly assigned to hazard scenarios that focused on physical and/or social impacts. While Absorption was the highest priority across conditions, it was prioritized more in the physical than the social impacts condition. There was increased consensus for investments that had perceived alignment with the criteria: Absorption (e.g., structural improvements), Information (e.g. warnings), and Recovery (e.g. counseling). Across all studies, there was consistent preference for investments that increased Absorption. After Absorption, priorities diverge. This research suggests that it may be easier to build consensus around Absorption. However, investments are needed across all criteria to maximize resilience potential and decrease system vulnerability"-- Abstract, p. iv
