Regional and Inter-Regional Transmission Planning and Cost Allocation
Abstract
This paper provides a brief overview on FERC Order 1000 and MISO value-based planning process. The focus of this paper is to provide the concepts of two distinct cost allocation methodologies, economic benefit based and transmission usage based, which could be used as potential prototypes for FERC Order 1000 compliance.
