PREFACE This report was originally a dissertation presented to the Faculty of the Graduate School of the University of Missouri-Rolla in partial fulfillment of the requirements for the Degree of Doctor of Philosophy in Civil Engineering, for conferment in May 1972. The research project described within was sponsored by American Iron and Steel Institute through a Special Engineering Fellowship in the fiscal year 1970-71.
